Yes, 40 KB is inside RRB's 30–49 KB range. The RRB signature page sets both limits and the 35 × 20 mm crop for you.
Why is my file much smaller than 40 KB?
40 KB is a maximum. A small or simple image can come out well below it. If the form also has a minimum, type it into Min file size.
Why does FormPic show 39.1 KB instead of 40 KB?
Some portals count a KB as 1,000 bytes and others as 1,024. FormPic keeps the file under 40,000 bytes so it passes either check, and shows sizes in 1,024-byte units, so a file right at the limit reads 39.1 KB.
